EXPERTISE

LEGAL COMPLIANCE
I am a New York–admitted attorney with more than seven years of pre-admission public-sector experience in Hong Kong’s Labour Department. There, I managed over 300 disputes each year and oversaw compliance for a government job-matching platform serving over a million users.
My current focus includes workplace investigations, Title VII/ADA/ADEA and FLSA compliance, bilingual (English, Mandarin, Cantonese) training, and policy design. I also bring expertise in SQL-based monitoring and AI governance, including NYC Local Law 144 compliance for Automated Employment Decision Tools (AEDTs), backed by experience across multi-jurisdictional frameworks such as HKSAR, OECD, WTO, and EU standards. I am actively preparing for IAPP AIGP and CIPP/US certifications to further strengthen my privacy and AI governance expertise.
I believe legal compliance isn't just about avoiding risk — it's a foundation for trust, equity, and sustainable performance.
STAKEHOLDER LEADERSHIP
Whether navigating cross-departmental government initiatives or coordinating high-profile international events, I’ve consistently built bridges between legal, HR, IT, and community stakeholders. I helped lead the Hong Kong Labour Department’s first virtual job fair, working closely with technical teams to ensure full legal compliance and accessibility.
I also co-managed the department’s official job hunting website, which receives over 1 million monthly visits — the most authoritative and legally compliant employment platform in Hong Kong.
With fluency in English, Cantonese, and Mandarin, I align people with policy, balance competing interests, and foster shared ownership across public and private sectors.

DATA STRATEGY
Data has always been central to how I make decisions, influence policy, and advocate for people. I’ve designed and maintained SQL-based systems processing tens of thousands of employment records monthly. These systems improved compliance monitoring, uncovered hidden risks and enabled targeted interventions that achieved 100% accuracy within six months.
I also use data to monitor staff performance and operational accuracy, identifying training needs and enforcing corrective action plans. One example: I introduced customized compliance training after analyzing error trends, which substantially reduced data entry mistakes.
Whether in IT governance, compensation analysis, or workplace investigations, I combine data fluency with legal insight to drive smarter, fairer outcomes and build cultures of accountability.
